Preheat your oven to 375°F. Line a large baking sheet with parchment paper.
Add the cottage cheese and eggs to a blender and blend until completely smooth, about 20 to 30 seconds.
In a large bowl, combine the almond flour, shredded mozzarella, baking powder, garlic powder, and salt. Pour in the blended cottage cheese mixture and stir until a sticky dough forms.
Using damp hands, divide the dough and shape into 8 equal-sized balls. Place them on the prepared baking sheet about 2 inches apart and gently press down just slightly to round the tops.
Bake for 20 to 25 minutes, until the rolls are golden brown on top and feel firm when gently pressed.
While the rolls bake, stir together the melted butter, minced garlic, and chopped parsley in a small bowl.
Remove the rolls from the oven and immediately brush the tops generously with the garlic butter mixture. Serve warm.
